Council considers 'alternate president pro tem' position

Norwalk City Council members are considering creating an "alternate president pro tem" position. The issue was part of a larger discussion at this week's council meeting about council's Continuity of Operation Plan (COOP), a plan that is put in place in the event of an emergency of disaster. The city has a large "umbrella" plan, but each county department has an individual plan outlining its essential functions, notification process, order of succession and alternate meeting locations.
