Norwalk City Council is set to begin work on a plan to assure council would remain functional if a disaster struck the city.
As a whole, the city has been working on its Continuity of Operations Plan (COOP) for the last year, Norwalk Police Chief Kevin Cashen said. The plan details the "bare essentials" needed to keep the city up and running, as well as a more general procedure to follow after a disaster has passed.
