Bellevue man pays price for sex acts with picnic table

A Bellevue man caught on video pleasuring himself with a picnic table behind his home is serving a six-month sentence in the Huron County Jail.

Art R. Price Jr., 41, of 146 Brinker St., pleaded no contest Wednesday to two counts of public indecency, a fourth-degree misdemeanor, and one charge of disseminating matter harmful to juveniles, a first-degree misdemeanor.

A witness reported seeing Price wander out onto his back deck naked, put a table on its side and have sex using the umbrella hole. A confidential source brought the activity to the attention of Bellevue police officers, who had the person tape the activities four times between Jan. 29 and March 14. His backyard is directly across from Ridge Elementary School and police said they believed Price performed his outdoor sexual activities when students could have witnessed them.

A Bellevue officer sat outside and drove by the house several times trying to catch Price in the act, a report said.

“All copies of the tapes of the sexual activity in this case shall be placed in the custody of the Huron County Prosecutor’s office. It is specifically found these tapes are obscene and not public records,” according to the Huron County Clerk of Courts docket.

In April, Huron County Prosecutor Russell Leffler dismissed  four fifth-degree felony public indecency charges because they didn’t seem to match the law perfectly.

Leffler told the Sandusky Register  this week it was challenging to figure out how to charge Price, saying, “Nothing really fit quite right, but (these misdemeanors are) what we were able to come up.”

Police records show this was not the first time Price, a Register employee, was in trouble for his sexual activities. He was arrested on two voyeurism charges in Bowling Green in 1987 and another one in Tiffin in 1989.

“From what little we’ve received it appears the ones in Bowling Green were (for) masturbating outside while looking into the windows of people’s houses,” Bellevue Police Capt. Matt Johnson said in April.

Those incidents happened on  Sept. 3 and  Oct. 23, 1987 involving women who respectively were 21 and 23.

On July 4, 1989 in Tiffin, police said they spotted Price, who was 21 at the time, bending over and stimulating himself while peeking through a hole drilled through the bathroom wall from the utility room. A woman earlier reported finding what appeared be shavings in the bottom of tub, where her 14-year-old daughter found dirt as she was about to take a shower.

Price was sentenced to four days in jail for two voyeurism charges and one count of criminal damaging. The court required him to pay an undisclosed amount of restitution for damages and attend counseling.

We all had many laughs at this person and his exploits, even made the Top 10 on David Letterman, but now that we have passed the penalty phase, could we ask some questions:

Why did the Bellevue police ask the witness to tape the act not once, but 4 times, before anything was done ? Especially if it was "believed ... when students could have witnessed them." ?

As for that, were there any students asked if they had seen anything ? He was charged with disseminating matter harmful to juveniles, but did any of them see it, or is just "believed" that they did ? Was the old "if a tree falls in the woods" theory used ?

If he was on tape four different times, why only two counts of public indecency and one count of disseminating matter ? That doesn't even add-up to four, and shouldn't he have been charged with four counts of each charge if he was on tape four times ?

Because the Prosecutor "dismissed" public indecency charges in April because they didn't fit "perfectly", was it a matter of "Well, this guy did SOMETHING wrong, so we'll look until we find SOMETHING, even if it doesn't fit quite right." ? Should this concern us all, because who knows when we all could be charged with "something" the prosecutor is "... able to come up [with]." ?

Finally, if Art Price was charged with "disseminating matter harmful to juveniles" what the heck was Matt Barrett doing at Norwalk High School ? There were actual signed statements from those students -- why wasn't Matt Barrett charged with the same ?

Richard, I know what you're saying. I don't get it either. And the worst part is, it's summer. All those lonely picnic tables, and he's going to jail. If he gets off (no pun intended) for good behavior, perhaps a new table on his Christmas list would be in order.

i heard a different version of how this story happened!!!and it went something like this:

i guess he was going to be home, alone , during the early afternoons, so his wife left him a list of things to do while she was gone... on that list it said to
1. paint the basement steps
2. plant some flowers
3. oil the noisy hinges on the front, and back doors
4. clean out the garage
so that was his list of things to do, so when she came home, and closed the door behind her, and it still needed oiling, and she looked at the basement steps, that still needed painting, and the garage still needed to be cleaned out, and the flowers still needed planting, she asked him what he had done all day, and he told her that he washed off the picnic table!!! and she told him !!! SCREW THE PICNIC TABLE!!!!!!!!!!!
so the way i see it, it was his wife's fault.. he was only trying to make her happy !!!!! NOT GUILTY!!! LOL

isn't it wonderful that so many of you are so perfect? i wonder what secrets you hide in your closets and have never gotten caught. especially to you deerdave, you words are so inspiring. i bet you sit on the right hand side of god, joking and laughing about all these comments you make about these "truthful" statements that the norwalk reflector makes, especially the stories cary ashby writes. jerry springer needs to hook up with ashby and start their own show together. think of the money they would make off of someone else's crimes and you could be their bouncer since you take such great pleasure in all this crap that is printed. one day we might have the privilege of seeeing a story about you in the newspaper and we will have a field day with it.

Deer Dave has the right to comment freely on his opinions, whether he has skeletons in his closet or not. It's a little thing we have in the United States called "free speech" (as long as it isn't libelous or slanderous, and I don't think he has done that here or on other comments).

There are a lot of things which are written in the reflector that are missleading. For example when a certain person writes, "got him to confess" or "did a good job getting a confession out of him" even if it is a quote, is tainting a scene. This would be in regards to a person coming freely to the officials, and putting hands waay up high and saying look here, I did it, and then reporting it as, "we tackled him to the ground, oh he put up a fight." It comes with the territory I suppose. I think every papers reportings should be taken lightly. I would compare the Reflector to just above a tabliod. Something that I read as dessert.

Greengablegal, I was merely making an observation, and a joke, because it is the Reflector. A source that I would laugh if someone cited the Reflector scholastically. I mean beyond the date we really cant even trust the weather report.

I honestly that all of you should think about this mans family and have some compassion on them. They cannot help what their husband/father did! ANd by making all these comments you are hurting them and not Price himself. He is a man who is obviously in need of some counseling and thearpy. It is easy to sit back and make fun of others faults or mistakes, what if it were your shames that were spread across the news how would you feel and how you want your family treated?

It definitely sucks for his family, but since he's got a history (voyeurism), they must have known something was amiss with this man. And, sure everyone's got some skeletons in their closets, they're just not committing sexual acts with holes in the woodwork, and near a school, at that.
Honestly, I don't think anyone looks down on his family, like they really have any control over what he does. But this is one sick, twisted man, and I'm sorry, I admit, when I first heard about this, I almost peed my pants I was laughing so hard. Come on, yeah he's a freak, but he's given us a good chuckle, if nothing else.

The MAN should have thought of his family before committing the acts, then they wouldn't be hurt because there would be no comments. Don't lay the blame for their shame on the comments.

And why would someone think that a STORY is misleading if it has a direct quote ? The QUOTE may be misleading (or just not fit your action-laden depiction of what happened), but not the STORY. The reporter can only write what was spoken.

No- his family did not have a clue...His wife apparently quit her job and moved the kids out of town and put the house up for sale. This guy has had a problem for years with this kind of thing. He should have thought about his family first and foremost- before his own impulses or sought help long ago. I would not trust him around a any child that's for sure.
