Norwalk man arrested on sexual battery warrant

A Norwalk man accused of having "sexual relations" with an intoxicated teenage girl was arrested Wednesday afternoon.

Timothy A. Adkins Sr., 54, of 577 Seminary Road, was arrested on a sexual battery warrant and transported to the Huron County Jail. He must post a $20,000 bond before being released from custody.

The Norwalk Police Department made the arrest at 5:13 p.m. If convicted of sexual battery, Adkins faces nine months to three years in prison.

"This (case) was from back in October," Capt. Eric Hipp said.

Hipp said Adkins' arrest is related to the Oct. 25 arrest of Eric L. Carroll, 21, of 26A Spring St., Apt. C9. It's unclear if the two men are co-defendants.

"This was out of the same incident," Hipp said. "The allegation is he (Adkins) had engaged in sexual relations with a 17-year-old girl who was intoxicated.

"They were acquainted," Hipp said about Adkins and the victim. "I don't know how they were acquainted."

Carroll also was charged with sexual battery in connection with an Oct. 16 incident. Huron County Common Pleas Court records indicate the case was dismissed Jan. 24. In general, sexual battery means the suspect engaged in sexual conduct with a victim who isn't the person's spouse when the person's conduct was substantially impaired.

Detective Sgt. Jim Fulton, who handled the Adkins case, declined to comment. He referred further questions to Huron County Prosecutor Russell Leffler's Office.

In 2009, Carroll was convicted of sexual imposition through Huron County Juvenile Court. He was about 16 at the time.
