No charges to be filed against Norwalk police officer

Law director rules domestic violence charge is not warranted.

Mansfield Law Director John Spon announced Thursday charges will not be filed against a Norwalk police officer accused of striking his girlfriend, a Huron County corrections officer, in the eye with a 20-ounce soda-pop bottle.

"The entire alleged event took place in four seconds," Spon said. "There was simply insufficient evidence. Whatever occurred did not rise to the level of a charge being filed."

Spon said Richland County Sheriff's Capt. Eric Bosko did an "outstanding" job on the investigation, which dated back to April.

"And, it can't be proven whether the alleged incident took place in Huron County or Richland County," Spon said.

The female corrections officer was the Norwalk police officer's girlfriend, Spon said, when the alleged incident took place. The Reflector is not naming the officers since there will be no charges.

Spon said there were a number of stories indicating how the corrections officer received not only a black eye, but also what he called a separate "blemish" on her cheek.

Those stories included the Norwalk officer giving her the blemish in self-defense, the woman receiving the mark in an argument with her daughter and the injury coming from an automobile crash the women reportedly had in her own driveway.

"There was a report that she struck (the Norwalk officer) first with a 4-ounce plastic container," Spon said. "There were two or three versions as to how she got the blemish.

"We met with both parties and questioned both separately," he said, adding medical records did not support the woman's claims.

"Also, after the alleged incident, (she) returned to Norwalk with (the Norwalk officer) and stayed at his residence with him for the night," Spon said.

"There was inconsistency among all the statements," Spon said. "So, we decided we will not approve any charges."

Spon offered a bit of advice for the parties involved.

"As law director, having reviewed a very-detailed investigation, I suggest both the chief of police in Norwalk and the Huron County Sheriff's Office have serious discussions with both (the corrections officer) and (Norwalk officer) reminding them that they are involved in public service as a corrections officer and police officer," Spon said. "They need to conduct themselves accordingly as a condition of ongoing employment."

i'm with you 2 on this one, if it was anyone else this would have been plastered all over the paper, justice my a** ! had it been me rather i done it or not, i would have been arrested, had to post bond, then a bunch of court hearings.. i guess if you work for the law the rules change, another hush-hush job for the justice system ! COPS TO CRIMINALS TO COPS AGAIN ! lets protect the law breaker behind the badge...

Theory, they're saying that if it wasnt a cop, they woulda already been in jail. Ha. My brother got put in jail because someone told the police he hit them. He was in for assault and they didnt even have anything on him. And he had to post bail. And his name had been mentioned. Ha. Tell me thats not f*cked up. The officer isnt in jail because hes a police officer. Take away the badge and the cruiser and make him a civilian, and he WOULD have been arrested lol. The systems f*cked whether you wanna admit it or not man.

I'm going to say the Richland County Sheriff's Capt. Eric Bosko failed to see threw the lie's and BS and just gave up. Probley been sitting in the office to long and not enought time out in the field dealing with stuff like this. Lazy cops = bad police work.

If the law director didn't find there was enough to file charges that is is decision. There are many other cases of possible domestic violence cases where there isn't enough to file charges. Why would he cover up anything? He doesn't represent Norwalk or Huron County. He represents Richland/Mansfield. Remove both parties occupations and you'd get the same decision.

Some people need to get a better grasp of the laws and how they apply.

RE:I_WONDER,,the law & how they apply ? your an idiot ! a friend of mine got charged with D.V.was arrested,sat in jail for 4 days, lost his job had to post $5.000.00 bond and was found NOT GUILTY ! all because a woman lied ! now do you call that JUSTICE ? and nothing was done to her for making a false statement. but this cop was not arrested,didn't have to post bond nor was he jailed & still has his job ! is that what you call JUSTICE FOR ALL ??? what a butt head you are...

Normally I back you Reflector, but not naming the officer because charges hadn't been filed? You sure didnt hesitate to name that Norwalk teacher BEFORE charges were filed. Need a little consistency here folks!
