A special prosecutor has determined there will be no charges filed against Norwalk attorney Greg Shell in connection with a March 26 suspected road rage incident.

R.J. Budway, of Lorain, called Shell's behavior "overly excessive and offensive" in a letter, according to published reports.

Shell accused a motorist of cutting him off at the intersection of Seminary Street and Linwood Avenue, which prompted someone to make an inappropriate gesture, prosecutors said in May.

Shell then reportedly followed the driver to an East Main Street business where the man was working on a vending machine. Prosecutors have said both men made inappropriate gestures at each other and Shell is accused of shoving the man.
