The Norwalk Law Director's office has appointed a special prosecutor for the consideration of charges in connection with a road rage incident involving a local defense attorney Greg Shell.

"We know we sent it Steve Palmer's office for review," Law Director Jim Conway said, "because we have ongoing dealings with (Shell's) office and could present a conflict of interest."

Palmer, who was unavailable for comment, is the Greenwich Law Director and was the Norwalk Law Director from January 2000 through the end of 2003. Shell is a Norwalk defense attorney.

About 11 a.m. March 26, Shell accused a motorist of cutting him off at the intersection of Seminary Street and Linwood Avenue, Conway said.

"There was a gesture made," the law director added.

Shell reportedly followed the other man, whose name is not being released, to East of Chicago Pizza on East Main Street, where the man was working on a vending machine. Shell pulled his vehicle outside and both men allegedly made inappropriate gestures at each other, Conway continued.

After the one man exited the building, Shell is accused of pushing him, he said.

"The other gentleman reported the incident," Conway said.

Shell declined to comment this morning. However, during a March 27 interview with the Reflector, he said a local reporter "called within an hour of the alleged incident."

"All I can say is I didn't assault anybody," Shell said.

The Norwalk Police Department later interviewed various witnesses at East of Chicago and obtained a statement from Shell, Conway said.

Chief Kevin Cashen, on March 27, said another officer was being assigned in order to "keep the investigation moving along quickly."

"There's a suspect, but we haven't interviewed anybody," Cashen said.

Conway's office made no recommendation on specific charges when they forwarded the case to Palmer.

"That's the only way we ship anything out," Conway added.
