Barbara Snook felt Mother Nature shook the city hard enough on June 18 that a tornado siren should've been sounded.
City manager Brian Humphress' response was the storm came and went so fast, city officials didn't have adequate warning.
"It hit fast and it was gone," the city manager said. He added there wasn't even time to send out storm spotters.
