Fisher-Titus Medical Center will expand services to the north end of Norwalk with the purchase of property on Milan Avenue (U.S. 250) next to Bob Evans Restaurant.

The land will provide the site for a multi-purpose medical office facility, said Patrick J. Martin, president of Fisher-Titus.

Construction will begin in the spring, Martin said.

"We've had several of our physician practices express interest in a location on the northern end of the city," Martin said. "In addition, there are some hospital services that could more conveniently serve our clients and patients with an off-site location. In fact, area residents themselves have expressed a desire for an additional Norwalk location for various hospital services."

A purchase agreement was signed with Pride One Norwalk on Friday, Oct. 28. The agreement involves purchasing two acres with frontage on Milan Avenue and includes an option to purchase an additional two acres stretching back to Theater Avenue.

"We've been working on this project for quite awhile," Martin said. "As in any economic development project, a lot of behind-the-scenes work happens before a 'deal is done'. Mayor Sue Lesch and Norwalk Economic Development Corp. Director Ellen Heinz have been actively involved in this project which stretched out over the past year as we investigated various options. We certainly appreciate their efforts and expertise."

"What an exciting project for Norwalk and the northern part of our city! And what an advantage for the residents in this area to have such close access to Fisher-Titus services," Lesch said. "Surely this development will be an asset for the entire community because Fisher-Titus maintains such a high standard of excellence in everything they do."

A team at Fisher-Titus has been formed to work on the project to determine the best combination of services for this area.

In addition to the facility, Fisher-Titus plans to use part of the land to establish a "community garden" under the direction of John Loose, director of dietary services at Fisher-Titus.

"Since the agreement calls for us to maintain all four of the acres, this would be a great area to provide a community garden with plots for city residents," Martin said. "Using the expertise of hospital personnel like master gardener John Loose and our dietitians, while collaborating with other community organizations, we can use this 'unexpected' resource to address some of the health concerns identified in the Huron County Health Assessment that was just released."

More arrows in the quiver for Ms. Lesch's re-election bid. The timing is a bit peculiar. Is it a correlation or causality? Maybe Ms. Lesch should be up for re-election more frequently?

Please Crazy Cat Please put it out there in writing... so that everyone can see how "unstable" your so called logic is??? please show us any proof that the Mayor planned this all out and prompted FTMC to buy land that they do not want , to build a complex that they do not need all so that this can be a feather in the Mayor's cap.. and hold off on announcing it until a week before election time so it "garners" her more votes!!! hahahahahaha that is the best and funniest story I have ever heard.... and the sad part is, that you really believe that , this is what took place!!!! hahaha....wow.. I find it ironic swiss you chastize people for calling you names and such but you seem not to practice what you preach. Now lets look at the big picture. As you know I seldom agree with anything you say, but there are times I do. Just like kat. She says some very good things and sometimes she doesnt. Individual perspective is a good thing and the spice of life. If we all thought the same well we just would have a boring exsistance. So that being said, the time has come for me to ratchet up my verbal assult on you just because its the right thing to do. Day in and day out you talk and talk and talk and really dont say a thing. You ramble on with no facts just opinions about things you absolutly know nothing about. For example, the lefty grove story. You just went on a rampage and didnt even know there are 5 fields there not 3 and you knew the inner workings of the group as well. I served on the board of directors of lefty grove for over a decade so I knew what was going on, and what the past was. The soccer park, you were not at one meeting but you seem to have all the answers! WOW Impressive sir.Let me give you a good example on how all played out. I presented a question to the mayor about the sewer and water problems on Oakwood and if those linee from the park were going to be tired in. She said no it would be going to oldstate and gallup. Ralph Seward who was there stated that hooking up to Oakwood would be a big mistake, well guess what? Its getting hooked up to Oakwood. She didnt even take the advice from a man that knows this system better than anyone. HMMMMMMMMMMM . I must say though, your posts are mostly amusing and sometimes disturbing and fictional. This is an election tool for the Mayor, and only the blind can not see it for what it really is. Your blind loayalty to the Mayor is misplaced and ludicris at best. Kudos to Pat Martin!! He has progressed that hospital in so many ways since he has been the president. Hats off to him for improving the community by providing additional, more convienent services and ridding the city of an eyesore. Too bad we can't get him to run for mayor!!

Funny how nothing is said about this until a couple of days before the election. Hmmm, and council knew nothing about this because they have been complaining about the site for months. Now all of a sudden, it is getting bull dozed and leveled and a couple days later this comes out. Very peculier timing indeed! I must say though, it is a great thing for the city and I believe it will definately spruce up that part of town. Hopefully it will bring in a lot more business to those already in that area.

Who in their right mind would put a garden out there? People and tourist already steal everything that is not nailed down. Good for Fisher Titus but this was just too convenient for the mayor at election time. If folks can’t see this for what it truly is then I guess they get what they deserve. I don’t think as many times this has been brought up at council in the last year that once she ever said we are working on something. She did not need to be specific but at least say something was going to happen. She saved it for now. What a joke. What has she been doing the other 7 years? Oh I forgot she got us Pride One and parks and more parks.

Unfortunately, it's more land off the property tax rolls. Too many not-for-profits soaking up real estate tends not to be a net positive for a community. Hopefully, it will result in ancillary businesses opening in the vicinity.

FTMC does pay property taxes. While they are designated as a not for profit corporation that does not mean they do not make a profit. They are a business and businesses must pay property taxes as well as they must pay taxes on equipment, payroll, sales tax, etc. Feel free to call the hospital and ask them how much they pay in property taxes each year for all of their properties.

I should clarify that there are some parcels at the hospital proper that there on no taxes paid for, but that all of the nice new buildings they own for physicians and ancillary services all have property taxes paid on them.

@ AlterEgo: According to my readings and understanding , under OH state law, NFP hospitals (and other organizations like churches) are exempt from paying property taxes. For two, Cleve Clinic and Univ. Hospitals do not pay property taxes. http://www.medcitynews.com/2009/...

That exemption only applies to the hospital and the hpomes for the aged (Carriage House and
Norwalk Memorial Home) there are no property taxes on these buildings. The other properties that are owned by FTMC like the physician offices in the MedPark, the building on executive, etc. are all taxed. You can verify which properties have taxes paid for by looking them up on the Auditor's website at www.huroncountyauditor.org.

@ AlterEgo: So it's your understanding that this project will not be property tax exempt? If so, I stand corrected. I would assert that I'd be surprised if FTMC wasn't getting some manner of tax abatement from the city.

It will not be a hospital or nursing so yes, it will taxes will paid. A few thousands of dallars in taxes will not make a difference for FTMC needs for this project. It will however provide additional employement as well as tax revenues on employee income.

How many jobs will this create? No money for the city? This is just more of the "back room" deals that the Mayor is noted for. Welcome to "The Secret Garden" I guess if you can't have a park a garden is the next best thing. Can only pray thst people see this and the Mayor for what she is, and we need jobs, not gardens. Lettuce all vote for the good of the cirty and it's citizens, not support the agenda of one self-serving individual.

I want to thank everyone who was in the works and made this wonderful expansion of the areas number 1 hospital , a reality.. Mr Martin, as i have stated many times before, you are a class act.. and this community owes you our deepest gratitude for all you have done for us... not only will it make it more accessible for the people who need what is offered out there, but it will also mean JOBS !!!!! I have heard from so many people who have wanted to see this community garden project given a try, and I am grateful that someone has taken steps to make that dream a reality.... I will say that as displayed by all the "Naysayers and back stabbers on here I expect that to only last one year if we are lucky..it seems that some people are not happy at all when good things happen, and try to put a negative spin on everything.. so I expect the same reaction when one portion of the garden does better than their own, instead of being happy for that garden plot owner, they will try to destroy it... good luck with that...and finally to everyone critisizing the Mayor and council still, for not "mentioning" this before..maybe you should investigate how leadership positions work... many, many, many times the leaders have to stand there and listen to harsh and brutal criticism, while deep inside they are wanting to release information that would clear them of the insane charges being thrown at them..but because they are held to a higher standard, and the future of a community, or country, or organization lies within the knowledge that they have and the promise to keep this quiet until the deal is set, they have to remain silent... that takes courage, and self control and class....as the article states.. this has been in the works for a long time, and I give council and the Mayor a big thumbs up for keeping this quiet until it was a signed contract.... ............. thank you again Mayor Lesch, and all of city council and especially to you Mr. Martin.. now, lets get to WORK!!!!
