Norwalk man receives two citations within 5 hours

Suspect accused of punching man twice in the face.

A Norwalk man cited in connection with a fight Thursday was arrested about five hours later during an assault investigation.

The Norwalk Police Department responded to a fight at 5:15 p.m. at the Norwalk North Apartments on Bouscay Avenue. Billy G. Prelipp, 41, of 19 Grand Ave., Apt. 10, and Christopher A. Clements, 27, of 91 N. Foster St., were issued summons on disorderly conduct by engaging fighting and released at the scene.

The officer's report doesn't indicate why the fight started.

At 10:28 p.m., police were dispatched to an Ontario Street disturbance involving Prelipp and a 37-year-old Norwalk man.

"Billy came up to him and hit him in the face twice. He had a bloody lip, which was still bloody when officers arrived," Capt. Mike Conney said.

While it's unclear what provoked the assault, Conney said Prelipp came to the Ontario Street residence to drop off an item.

Prelipp was charged with assault and transported to the Huron County Jail. He must post 10 percent of a $5,000 bond before being released from custody.

is (just my 1st reaction)
a small time punk dealer gave the guy some money to find some unpaid clients, and he thinks it's cool 2 get a little publicity.
