A convicted sex offender who is serving a prison term for a local drug offense pleaded guilty Tuesday to failing to notify authorities of his change of address.

Former Norwalk resident Robert W. Stewart, 24, was sentenced to nine months in prison -- the minimum punishment for the third-degree felony. Since April 18, he has been serving a one-year sentence at the Belmont Correctional Institution for a local conviction of permitting drug abuse and a parole violation.

The permitting drug abuse conviction is for a Dec. 3, 2012 raid on East Harkness Street by the Norwalk Police Department. Officers obtained a warrant after investigating tips about people selling and using heroin at the residence they called "a drug house."

Stewart was one of several people arrested. Authorities said all the suspects were "all known heroin addicts" who had been traveling to Cleveland to buy the drug.

In 2007, Stewart was convicted in Ross County of one count each of gross sexual imposition and illegal use of a minor in nudity-oriented material. He was sentenced to two years in prison.

Classified as a sexually-oriented offender, Stewart has to register his address for 10 years.

I was trying to figure where the sex offence came into play, while reading, because of the headline.
then seen 2007??.
then age
did the math.
what??? did the guy have a nude photo of his girlfriend on his phone??? back in high school??
He is classified "sexually-oriented". That is where no harm just material?
at 17-18??? 2 yrs?? WOW and
Yet that is the headline???
Drug permitting?? what charge is that?
Not that this guy isn't bad??? maybe?? i personal don't like any drug user.
But where did all these weird charges come from? I don't ever remember hearing
permitting drug use??
gross sexual imposition? at 17-18?? I think all guys have asked a chick for sex at that age.
Anyone got any insight as i am not finding the cause for all the jail time in the first place.

The info from Ross County is that the victim was 4 and that he took pictures of her after she was molested. The charge he was convicted of was a plea down due to the fact that the victim was too young to be allowed to testify as to what he did to her.

Alright. I just knew there had to be more than what i was reading.
That's a sick pup to go that young..
My gosh i am sure, as with 30 yrs ago... today there are still enough loose young chickies with atleast hair, that a guy could score with.
But 4????

All you have to do is read.

Seriously????? is there a law that will not allow a victim to testify, because they are too young???? wow , if that is true, it just opens the door for pedophiles to go after kids as young and helpless as possible. I don't understand, if he took pictures of a nude very young child, isn't that proof that he was being , at the very least, Inappropriate" with a very young child??. wow.. it is no wonder we live in the messed up world that we do. we keep letting the sick people get easier access to their victims.wow

swiss , you will never understand.

"Cheese"... you are right.. and I am proud that I will never understand. I pity you if you understand and accept that a "man" looks at a 4 year old and gets sexually excited...If that is true, (that the victim was actually 4 ) then I say there is no need to even put him in a cell.. I say execute him today..in my opinion of course...

It's legal to have consensual sex if she was 16, 17. We don't know how young the girl is, she could be 12, 13 or even younger.
I'm not sure where the law stands, but I do know child pornographic material (ie under 18) is illegal.

My brain doesn't function well before my coffee.

JMOP- Legal under 18? I wouldn't suggest you try that- or we'll all be writing comments on your mugshot.

The age of consent is 16 years old in Ohio. I even heard they want to lower it to 14 years old. Sad world we live in. http://www.oaesv.org/wp-content/...

No mug shot for me, I'm not a sicko pervert. I'm a parent of a teenager, who is concerned enough to be informed.
