Drug dealer ordered away from library during probation

Prosecutor: 'This is not how libraries should be used - for the sale of drugs.'

A convicted drug dealer is prohibited from being on the premises of the Bellevue Public Library during her two years of probation.

Andrea R. Panfalone, 26, of 10906 Potter Road, Bellevue, pleaded guilty in mid-August to one count of trafficking in buprenophine. The transaction happened Dec. 20.

"I'm a big fan of libraries, but this is not how libraries should be used -- for the sale of drugs," Huron County Prosecutor Russell Leffler said at Wednesday's sentencing hearing.

As part of a plea deal, prosecutors agreed to dismiss one count of trafficking in oxycodone in connection with a July 26, 2012 incident.

Panfalone was arrested on a secret indictment during a three-county sweep in mid-April coordinated by the Huron County Sheriff's Office. Local deputies plus those from Erie, Richland and Sandusky counties and members of seven police departments assisted in the arrests of about 18 suspects in what was called "Operation: Crystal Clear."

While the Huron County case was pending, Panfalone was indicted through Sandusky County, said defense attorney Jeremiah Ray without elaborating.

"That was ultimately dismissed for lack of evidence," Ray said.

While he said his client "went through a bad rut," Panfalone has been doing well recently.

Huron County Common Pleas Judge Jim Conway imposed a discretionary 90-day sentence in the Huron County Jail. That means her probation officer can impose the term at any time or ask to have it waived if she does well.

Also, Panfalone was fined $250 and must reimburse the Ohio Bureau of Investigation $70 to cover the cost of drug testing. She also must undergo substance abuse counseling and is subject to random drug screens. Conway suspended her driver's license for six months.
