A court-martial for a lieutenant colonel accused of several sex-related charges involving a child is scheduled to begin Monday.
Lt. Col. Reginald W. Kabban, 41, is charged with aggravated sexual assault, abusive sexual contact, assault consummated by a battery and indecent acts or liberties with a child.
According to a record from the Air Force that documents the charges, the crimes occurred in Virginia and Centerville during a six-year period. There was only one victim among all of the charges, the Air Force said.
Kabban declined to comment when reached Wednesday afternoon.
“We don’t have anything proper to say at this juncture,” said Patrick Mulligan of L. Patrick Mulligan & Associates, L.P.A. Co., Kabban’s civilian lead trial counsel. “I don’t think we’re permitted to make any statements by the court.”
Kabban, whose last known address is in Beavercreek, is deputy chief of the development and planning branch in the business and enterprise directorate of the Life Cycle Management Center. The center is one of five that reports to the Air Force Materiel Command.
A list of his past 10 assignments show Kabban arrived on base in 2009, according to airforcetimes.com. He was at the Pentagon from 2007 to 2008.
According to the Air Force, Kabban is accused of striking with his hand, tripping and fondling a girl younger than 16 on multiple occasions in or near Stafford, Va., between August 2005 and July 2009.
The same document accuses him of sexually touching a child younger than 12 at various times there from October 2007 to July 2009.
He’s accused of committing the offenses in or near Centerville from August 2009 to November 2011, according to the document. A message left with the Centerville Police Department was not returned.
Kabban entered the Air Force in October 1995 and has been assigned to Wright-Patterson since August 2009. He was promoted to lieutenant colonel in March 2011.
Daryl Mayer, 88th Air Base Wing public affairs, said Kabban is not in pre-trial confinement.
