A Willard man convicted as a sex offender when he was a juvenile now is accused of failing to register his address.

Authorities issued an arrest warrant Friday for Anthony R. Campbell, 20, most recently of 114 Blossom Center Blvd. He is charged with failure to register as a sex offender, a fourth-degree felony punishable by six to 18 months in prison.

Campbell is required to register his address with the Huron County Sheriff’s Office once a year.

“(He also must) give 20 days’ notice when he changes his address, which he didn’t do,” Norwalk Law Director Stuart O’Hara said. “He’s supposed to register through March 2018.”

Campbell’s conviction is for gross sexual imposition, a third-degree felony, which was adjudicated through Huron County Juvenile Court. According to court records, the New London Police Department investigated the June 30, 2007 incident when the defendant was 14 years old and he had sexual conduct with a male victim who was younger than 13 at the time.

On Nov. 26, 2007, Campbell admitted to the charge. Court administrator Chris Mushett said the court placed Campbell on temporary conditions of probation, which included his mother having 24-hour supervision while her son was on house arrest.

Campbell had a disposition hearing Feb. 28, 2008. Mushett said the judge suspended a six-month sentence in the Department of Youth Services and an 83-day term in detention.
“He was put on house arrest,” Mushett said. “He did serve seven days in detention.”

Campbell was ordered to successfully complete sex offender treatment at Firelands Counseling & Recovery Services. The judge also prohibited him from having any association with the victim and unless supervised by an adult, anybody under the age of 13.

On Aug. 4, 2010, Campbell had his probation terminated. Originally classified as a Tier II sex offender, he was reclassified Tier I and ordered to register his address for 10 years from March 2008, Mushett said.

is there a website to see if a registered sex offender has both changed their address when they move, or has given a real address??? or are we just supposed to trust the sex offenders to do the right thing??
