Willard man blows probation, receives 22-month prison term

A Willard man admitted to four allegations of violating his probation Monday. He was sentenced to 22 months in prison. Chad M. Conley, 25, of 437 E. High St., will serve 10 months behind bars because the court credited him with serving a total of one year from two previous convictions, Huron County Assistant Prosecutor Daivia Kasper said. In one case, he was sentenced to up to six months in a community-based corrections facility (CBCF), a form of prison focusing on education and substance abuse treatment.

A Willard man admitted to four allegations of violating his probation Monday. He was sentenced to 22 months in prison.

Chad M. Conley, 25, of 437 E. High St., will serve 10 months behind bars because the court credited him with serving a total of one year from two previous convictions, Huron County Assistant Prosecutor Daivia Kasper said. In one case, he was sentenced to up to six months in a community-based corrections facility (CBCF), a form of prison focusing on education and substance abuse treatment.

During Monday's hearing, Conley admitted to testing positive for opiates and Oxycontin and failing to do substance abuse counseling, Kasper said. He also failed to follow the orders of his probation officer and didn't make office visits.

Originally, Conley was sentenced June 27, 2006 to three years of probation, 100 hours of community service and was fined $500 for trafficking in heroin. Less than four months later, he received an identical sentence for a separate conviction of trafficking in a counterfeit controlled substance.

In other court news:

The state withdrew its probation violation complaint Monday against Joseph W. Hardy, 47, of 671 Rome Greenwich Road, New London. His probation officer said Hardy complied with substance abuse counseling and paid all of his restitution, fines and costs. Kasper said Hardy was accused of testing positive for marijuana and failing to complete counseling.

On March 4, 2003, Hardy originally was sentenced to four months in the Huron County Jail with work release, five years of probation ordered to pay about $1,400 in restitution for attempted aggravated assault.

The court placed Andrew V. Hicks, 24, of 4094 Townline Road 12, Willard, on intensive supervision probation Monday in connection with failing to report to his probation officer. Kasper said Hicks has a 30-day jail sentence hanging over his head, which could be waived if he gets a job and keeps it for six months.

On June 27, 2006, Hicks was sentenced to three years of probation, 100 hours of community service and was fined $1,000 for complicity to trafficking in heroin. He also was ordered to participate in drug treatment court and had his driver's license suspended for six months.

"He did not do well in drug treatment court," Kasper said. The court then sent him to a CBCF, which he completed.

On Feb. 1, 2006, sheriff's deputies found between 10 and 50 doses of heroin behind the passenger seat in a vehicle during a Liberty Road, Willard, traffic stop near U.S. 224. Investigators said Hicks, the passenger, and his co-defendant were returning from Columbus after buying the drugs.

James M. Peak, 20, of 205 Center St., Bellevue, was sentenced Tuesday to three years of probation and up to six months in a CBCF for trafficking in drugs. He also was fined $500 and ordered to pay $90 in restitution to the Bellevue Police Department.

Peak sold hydrocodone tablets to a confidential informant in Bellevue, Assistant Prosecutor Richard Woodruff said.

Why is there two men charged with trafficing in heroin fined only $500 and then there's one who was charged with complicity to trafficing heroin charged with a $1000 fine???? Guess what I've been reading on here is true, the Huron county common pleas court does not treat all equal. Looked up the cases also, the one with the largest fine has no record compared to the other's?? Then I look up his co-defendant, not even on probation, unsuccessfull release, what is that, wow? Look at David Dalton Jr. clerk of court page for 3-2007, what is all that? So why is co-defendant still being charged??? What is wrong with this picture?? And from word on here Mr. Dalton was busted again on Monday, with his wife thiss time, Should be interesting? Wonder why it isn't in tonights paper??

hicks had no heroin, Dalton had 26 balloons hidden behind the seat in an inhaler container. But as the law goes he was guilty by aiding and abeting. He's done 6 months already, Dalton has done 0!! I wonder if the judge will be as harsh on Mrs. Dalton for aiding and abeting as he was on Mr. Hicks, probally not. This will be interesting to watch. Stay tuned to tomorrows version...........

by law, he was just as guilty, but after comparing case's on the muni and common pleas website's, WOW, Hicks got $crewed big time, ouch!! Dalton, if I remember correctly had 36 cases in muni court alone. Hicks had a couple traffic violations. Then look at the criminal convictions, Hicks 1st. and Dalton several felony charges already before this one. WOW, I'd be investigating someone down at the county!! I DONT FEEL SORRY FOR EITHER ONE OF THEM, IF YOU DONT WANNA DO THE TIME THEN DONT DO THE CRIME. BUT, ON THE OTHER HAND, MAKE THE SENTENCES FAIR AND CONSISTENT. looked up hicks - dalton cases, the punishment's handed down don't fit the crime. dalton had prior drug charges, just to name a few. he even had a drug pharafnaila charge while on bond for these charges??? what is going on in our court house in huron county--whats fair for one is not fair for all??? glad my name isn't hicks??? doesn't even make sense, this guy basically doesn't even have a record??? hope I never get pulled over with someone who has drugs on them, whether or not you know they have them you are just as guilty, strip seach before you get a ride from me, lol

I just read on another comment page that stapf infection is eaily cured if taken proper care of. So put his b&tt in jail in isolation and get him better. He will never heal out hear shooting heroin in them everyday. It would be tax money well spent. Its called justice. I have worked in health care field for 6 years. Following antibiotic therapy as prescribed will take care of it. Universal precautions which means gowns, gloves, isolation depending on the strain and WASHING YOUR HANDS! MRSA is the big one that kills treated only with vancomycin a VERY powerful antibiotic. I have taken care of at least 30 people with staph and never gotten it myself or spread it to my husband, kids, animals. I have also taken care of at least 5 MRSA patients never got it or spread it either. From what I hear the bust was Richland county's supposedly someone from huron county tried to get Dalton out and Richland said No. Dont know if this is true has anyone spotted him in the last few days? Let us all know. If it was in fact Richland county's what newspaper covers that area? Anybody know?

yes, shack owns them, go figure. Then he should have went this last time but the county kept saying the jail or prisons did not want him because of his serious stapf infection. Thats why when he blew his probation they didn't violate him as they do everyone else. they don't want him up there either. So they unsuccessfully release him. That is what everyones grip is on here, not about the hicks boy. He got what he had coming for what he did but if you're gonna punish one then you have to punish them all. I do believe that is what the point trying to be made here is??

Main story here is about Conley, am I correct. Then why does it seem Dalton and Hicks are the main topic?? I'm sure the families do not appreciate all this fame considering the topic. Dalton is news at the time, so yes I understand that but why is Hicks in every story also?? I'm sure he would rather be forgotten about and move on with his life. Him and Dalton are old news. Him and Dalton had a brief drug user/ drug dealer relationship that cost him alot more than any sentence he could have recieved. I have heard that he doesn't associate with Dalton at all. As a matter of fact word on the street has been that he'd like to out his @$$. Not a bad ideal, I must say. Save a few kids from his heroin dealing clutches. His day will come, sooner than later we hope.
