A state fire marshal’s investigator has ruled the 23 Newton St. fire was an arson.

“The state fire marshal office is only doing that portion of the investigation … and has turned that (information) to the police department so they can finish the investigation,” spokesman Shane Cartmill said. “So our investigation is basically done.”

Norwalk Police Chief Kevin Cashen has called the Sept. 21 incident “a suspicious fire,” saying two 10-year-old Norwalk girls set it. He had hoped to have the case closed by the end of the week, but was unavailable for further comment.

Once detectives complete their investigation, they are expected to forward a report to Huron County Prosecutor Russell Leffler’s office for the consideration of charges. Leffler was unavailable for comment.

Cashen said he hoped the judicial system would get the girls the counseling “help they need so this won’t happen again.” As of Wednesday, he didn’t know if the girls would be charged because of their age.

The girl accused of starting the fire lives in the same Newton Street apartment complex where the Sept. 21 fire occurred. The other girl is a Baker Street resident.

The Baker Street girl’s mother said her daughter told her the other girl “found a blue lighter and started a fire.” The woman also said her daughter didn’t tell her they started the fire until after an interview with detectives.

“They had reports they saw two little girls ... running out of the building. Shortly after that, the fire started,” the woman said.

The daughter, right after the Sept. 21 fire, said she and her friend rode their bicycles directly to her Baker Street home after the blaze started. The fire, contained to one unit, caused about $20,000 worth of damage. There were no injuries.

The Baker Street mother also has said she believes her daughter didn’t start the fire because she made mannerisms associated with lying when she alerted her parents about the fire.

“She’s never ever done anything like this,” the mother said, saying her daughter recently befriended the other girl.

The Baker Street girl is grounded until further notice, but is still attending school. She isn’t allowed to go to any friend’s houses without both parents meeting each other.

Attempts to reach the Newton Street girl and her parents were unsuccessful this week.

Swiss family you stated you knew the one girl lived in Baker St. apartments. I don�t know were you got your information but you are wrong!! I know that girl. Her parents leave her unattended at times and they never know where she is. She is not sweet like everyone claims she is. She lies and is very mean to other children. I believe this was not an accident I have seen her do stuff like that at times before. She should be charged. People only know what they read in the paper but i have first hand info about this girl. Her parents also do not set good examples for her.

RE:The Baker St. Girl!! Has she been in trouble before this? You have to feel sorry for a 10 year old with hardly any adult leading by example. She's looking for attention, and she found a way to get it. I hope she did learn a lesson and it was enough to scare the 'Bejesus' out of her and her friend. Poor kids, it's really quite sad. They need role models in their young lives to put them on the right track, or it's going to get worse. Maybe a big brother/ big sister program is in order. Is that organization still in existence?

is so high someone who works a 7-9 dollar an hr job cant survive paying 300-500 dollar rent. so there somewhat limited to where the dollar takes them, if everyone went to collage and had high paying jobs who would do the grunt work in the world? makes ya wonder sometimes

I didn't go to college, but I know how to spell it. And you could pay the rent on that, you just can't pay for water, electric, gas, cable, phone, groceries, car payment, insurance...you get the idea.

These girls did something wrong and not the normal everyday "kid wrong". They need to be punished and punished to the extent that it will "scare them straight". What they did could have killed or forever disabled many lives. They need to be forced to go to therapy to sort out any matters that might be affecting them and they need to do some sort of community service. If the system lets them go on about their merry lives like nothing has happened then Lord help society when they get older and DO end up KILLING somebody. Those of you that think it should be sugar coated should be reminded that some of today's criminals may have done something to the extent that these girls have and no one made them accountable, now they are in prison or on killing sprees.

There is a comment on here from a fireman who says this is normal behavior. I wouldn't exactly call it normal. The kid looking at the p0rn on his dads computer in another article in this paper-THAT is normal. Starting a place on fire, ridinig by it on your bike and reporting it to someone to become a 'hero' is NOT normal. They are on their way to a life of crime and destruction if they are not straightened out now.

Juvenile arson accounts for over 50% of arson arrests, the highest FBI indexed crime involving juveniles. Hundreds are seriously burned or injured each year when children who are curious start fires.
So it is normal for children to be curious about fire - but, like I said previously they need assessed.

since this is fire prevention week,i think that there should be a poster made, with these two little arsonists picture clearly on display, with the caption that anyone can be an arsonist! look at the innocent little faces of these 2 cherabic little girls, but don't let looks fool you, they are criminals, and they risked hundreds of people's lives, and they started a horendus fire, for the fun it gave them,and they need to be prosecuted to the full extent of the law... have a safe fire prevention week

before anyone says anything, i am not the swiss family and disagree with just about everything that person says, but everyone in that apartment complex was put in danger - had that fire spread from apartment to apartment and building to building - it could have been a whole lot worse.

to "Can you spell p-y-r-o" it's basic math , think about all of the people that live in the apartment complex, add to that all of the neighbors, and their vivitors , then add into that the lives of the firemen, and ambulance workers, and the lives of everyone driving on the roads between the fire and the hospital, who have to get out of the way of the ambulance,causing irregular traffic flow, and the list goes on and on . there were alot of people who were in danger, because if the actions of these 2 little arsonists, that's where i get my figures, even if it were just one life that they put in danger, that is still inexcusable, and for you to find that "laughable"you are as sick and twisted as these two little evil arsonists. shame on you!!

as swiss family thinks they are. Dare to dream. These were two 10 year old kids I wouldnt classify them as professional arsonist's just yet. They are not the first kids to ever play with fire. Yes it could have been much worse then what it was and someone could have been seriously or fatally injured but they were not. If you want to pardon the pun burn someone at the stake then examine why the parents had no idea where their children were and what they were doing. Have you been out on the streets of Norwalk lately? It would take the fire dept. an hour to get to Newton St.! Every street in this town is being worked on, and you don't know the road is closed until you get right up on it. As far as these kids are concerned, I think your comments are a little 'harsh' to say the least. Do you know these children or their parents, or are you going by assumptions by where these people live? Have you talked to these people personally? If not, you really should evaluate your opinions, or keep them to yourself.

first of all , i never called these 2 pyromaniacs, "professional arsonists" i called them "little arsonists" which they are ! to become a professional, it takes alot of practice! and now they have their first expierence, so i'm not sure how many more times it takes to become a professional,but as of now, they have one good fire under their belt.. and are on their way to becoming career arsonists!! and about blaming the parents, give me a break ! why can't everyone be accountable for their own actions for once?? these little girls are the ones who set the fire , then lied to the one girls dad about it, so how is that the parents fault, it becomes the parents fault when they don't blister the behinds of these little fire bugs, and try to set them straight!i am sure that you all will tell me that i am being too harsh on these lirrle arsonists, but i am a realist , if you want to cuddle and forgive these little monsters, i hope that they move in right next to you, especially with the dry fall leaves dropping, they should be able to ignight them pretty easily, especially if they are allowed to get away with setting this fire

They are 10 year old little girls therefore minors and their parents are responsible for their actions. If they were older children then I would say their minds may be mature enough to rationalize the consequences of what would happen in playing with a lighter. I doubt they knew this was how it would turn out. I am sure they panicked and didnt know what to do as they are CHILDREN who do not have fully developed minds. There have been adults who have been know to panick in scary situations. I am not defending them but the point is they are little kids that made a mistake. Hopefully they learn from it and the parents step up and teach them right from wrong. Fire prevention should be started at home and followed through at school starting at the kindergarten level. Since none of us was there who is to say the fire was intentional it could have been accidental. Arson according to Webster: ar·son : the willful or malicious burning of property (as a building) especially with criminal or fraudulent intent. Somehow I doubt that this is the case. An arsonist would be someone who has started more than 1 fire either for revenge or money. If it were swiss family's 10 year old I wonder what they would have done?? Would they like their child being called arsonists or monsters? From the "blister their behinds" comment swiss made makes me wonder whether they were abused as a child or they are a child abuser since they seem to have such hate for two 10 year old little girls, there is a difference between spanking and beating which is what blistering sounds like.
