A 39-year-old female was found naked on the beach Tuesday afternoon after she broke her neighbor’s window while looking for her dog.

The Ashtabula County Sheriff’s Department was called to the 6300 block of Lake Road W. for a vandalism complaint at about 12:06 p.m. The victim told deputies her neighbor, who lives in the Cleveland area, usually spends weekends at her cottage nearby. The victim also said the woman has a lot of mental issues, according to reports.

The victim said her neighbor was banging on her front door and yelling for her dog. She then heard the sound of glass breaking. The victim reportedly observed a lot of blood and a section of glass on her front door was broken, according to reports.

The woman told deputies her neighbor has been known to walk around naked and talk to herself, according to reports.

When deputies located the suspect, she was naked on the private beach, talking to herself and shooting an imaginary gun, with her hands, at the water, according to reports.

“It’s obvious (she) has mental issues from her unpredictable aggressive behavior,” Deputy Ted Barger said in his report.

Barger noticed a lot of blood coming from her left ring finger and called for emergency medical personnel. The suspect was handcuffed, for her safety, according to reports.

Barger said she did not appear to be intoxicated or under the influence of a controlled substance.

The suspect told deputies she accidentally broke her neighbor’s window while she was looking for her dog. She also said she takes a lot of prescribed medication, according to reports.

The woman was transported to Ashtabula County Medical Center by Saybrook Township Fire Department without incident.

Hospital personnel advised deputies the woman has been treated a number of times for mental issues, according to reports.

No criminal charges will be filed at this time.

Once again I have to ask myself if the hospital personnel is really providing information regarding the patients prior or current hospital visits - is this a violation of HIPPA?

ROFLMAO

Yes, it most certainly is a Hipaa violation.

KnuckleDragger

It most certainly is NOT!!! Medical personnel are allowed to give medical information to assist in a law enforcement investigation. Read the law.
