Water shut off at 2 Norwalk mobile home parks

Residents lose water service through no fault of their own

When Midtown Manor resident Carol Ashcroft learned she didn't have running water Friday, she was mad: She'd just paid her water and sewer bill, along with the rent.

Ashcroft called maintenance for her trailer park. She learned the entire trailer court was without water.

Ashcroft said she received no warning.

It turns out Ashcroft, and other residents at Midtown Manor and Key Estates, didn't do anything wrong.

The property manager, however, had -- and Friday was hardly the first time, Norwalk Finance Director Diane Eschen said.

Norwalk has one meter by Midtown Manor and one by Key Estates and city officials bill management.

More than once, including Friday, the complex's management, I&R Properties, has been late with the water bill. So even though residents paid their bills based on readings from individual meters, their water was shut off Friday. That lasted at least an hour Friday before management paid its bill, Eschen said.

"They've been late in the past," Eschen added.

When asked about the extent of the problem, she said "I would say frequently would probably would be accurate terminology."

Eschen said city officials have spoken to I&R Properties management. Their response is usually that they'll take care of the bill, she added.

But that didn't happen in time Friday, so Midtown Manor resident Teresa Mohr couldn't flush her toilet.

Mohr called the Reflector Friday afternoon about the problem.

"I'm telling you I'm just shaking, because it's disgusting," she said. "We're in a mess. This is awful."

Mohr said she called city hall and was told the entire mobile home parks of Key Estates and Midtown Manor had no water "because the owners had not paid their water bill."

Eschen said the city doesn't send out a separate shut-off warning. On the back of each water bill, there is language informing customers that if they have a previous balance, they're considered delinquent and subject to shut off. The notice further informs them they must pay their balance immediately to avoid service disconnection. Furthermore, they'll be charged a $50 turn-on fee. Eschen said the city normally shuts off service toward the end of the month or the first part of the next month. Service is usually restored within the same day of payment.

As for I&R Properties, "they get the bills every month," Eschen said.

I&R representatives couldn't be reached for comment Friday.

Truthfully, this cheating on water bills is beyond belief. How in the hades can I & R give by most ,if not all, accounts little or no service to their customers.


Then "frequently " not pay their water bill, all the while collecting lot rents & water money from their customers ?


What are they doing with all that money ? Thankfully, the city turned oFF the water and brought public scrutiny to I & R's actions. Hopefully, that will inspire them.

My question would be, what would happen to this woman if there was a water main break and the supply to the park was cut off for 8 hours to repair the break which is not uncommon. It sounds to me like she dosent think out ahead. Yeah I would be mad that my water was shut off, but at the same time it was only an hour. I have had my water shut off wayyyy longer for repairs. The managment took care of the problem obviously, maybe there was miscommuication, who knows. What I do know is it seems to me someone is looking for their five seconds of fame. Pitching a fit over not having water for an hour? cmon, welcome to life in the park!

I honestly can't understand the comments on here that insinuate that it's ok because "it's just a trailer park, and it was only an hour." If you pay for a service, you should be assured that the service will be provided to you. How many of you would go bonkers if your cable, internet, or phone service was shut off after you paid your bill? What makes it worse is that one person who is in charge of paying the bill for the entire park, can't seem to get it right and has little concern for the residents whom he's serving. Seems to me they need to find someone who can do the job, and do it right.

I also live in a manufactured community owned by I&R Properties. I cannot count the countless times the weekly trash pick up has been missed because they don't pay their bill.

This is the first time I've made a comment in the paper, however, I live at Midtown Manor and would like to add my two cents. First, please notice, the Reflector posted a picture of the older, more run down area of the park. Not everything is like that. Second, my water bill and all my utilities are much less here than in my house. So far, I have not had a late charge for my rent. I make sure it's there when it should be. I'm not defending Midtown at all, just stating the facts. I do feel the lot rent is way too much for what we get. I agree with another comment that nothing is done here. I've placed a couple of calls and the only response I get is, "I'll see what my boss says." Then I never receive an answer and nothing is done. That seems to be the norm for everything. Another comment refers to the person who said everyone that lives in a trailer park is a piece of dung. I don't know many people here but the one's I've met are very nice folks. By the way, I have a house, so I moved here by choice. I am alone now, I need to have everything on one floor and convenient, which is why a lot of us live here. I have a nice manufactured home that I own, it's nicely furnished, I drive a new car, and work a full time job to be able to have these things and I do take offense at these comments. By the way, I have never done drugs and I've never drank alcohol, which is blamed for a lot of the issues these days. You can't put everyone in the same category based on where they live. I don't know how long I'll remain here since I really get very little for my money but I'm here now. We'll see if things get better before I make the decision to leave.

The problem with this whole thing is the city of Norwalk! They chose to charge the landlords for the water bills! Instead of the renters paying there own! Lets make one person take care of everyone's water bills, dumb idea! I personally would go after the city of Norwalk to change it back and let you take care of your own bills, you have no idea when or if it ever gets paid! And also there is allot of slum lords in Norwalk! You know who you are! Dumpy houses and apartments in this town! What a joke!

A little birdy told me the woman who was the "whistle blower" of sorts was 3 months behind on her lot rent. Drove by and saw a paper on her door.....News travels fast in the park. Hope it wasent an eviction notice....

Not so much whistle blower, im just sayin, if she is behind on rent, not a smart move to put your face on an article against your landlord, or manager or whatever she was trying to do. If more people paid their rent ( which im sure you do) then they could pay their bills. if the lot rent and water are tied together, then if shes not paying it, she would be part of the problem for it not being paid correct?

Just thought of this, someone said they called about tree limbs growing over their house and needing trimmed. Nothing happened. There are also diseased trees in different areas of the park that need to be checked. I understand that was also reported and nothing done. A lady I met at the mailboxes said their street lights were out for weeks. I believe this might have finally been corrected but I'm not sure. About a year ago the maintenance person went through the park giving folks warnings about things laying around and in some cases to people who maintain immaculate lawns. I believe the rules of the park says tenants will receive 24 hours notice before anyone comes to inspect their lot. That didn't happen. There's some places that need to be looked at now. Wonder when that will happen...
