NEW LONDON The New London school district finished the fiscal year on a positive note, according to treasurer Gina Blackman, who told the board of education Monday, "We ended up the year with a higher balance then we thought." Blackman said revenues were up 1.66 percent and expenses up 1.22 percent, which resulted in a carryover of about $1.6 million.
