Woman shot as cops fire at charging pitbulls

A woman sustained a minor injury when her foot was shot as police used a search warrant Wednesday afternoon. Two Willard men were arrested on felony drug charges.

The 19-year-old Toledo woman was hit in the foot by a bullet about the time officers fired at two charging pitbull dogs, police said. The incident happened at 1:58 p.m. at 631 Pleasant St., Willard.

"No one was killed. It was a minor injury," Willard Police Chief Mark Holden said.

Willard EMS transported the woman to Mercy Willard Hospital, where she was treated and released. Police, citing the ongoing investigation, declined to name the woman.

"We aren't sure what her role is. She needs to be interviewed," Holden said.

An officer who fell as the dogs charged also went to Mercy Willard for treatment. Police also declined to release his name.

When police arrived at 631 Pleasant St. to use the warrant, a male subject saw them and ran into an apartment.

"As he opened the door, two large pitbulls ran from the apartment and charged the officers (who) were pursuing the resident," Holden said.

"As the dogs approached the officers, one officer fired his weapon at the animals and fell as he was trying to retreat. Other officers also fired as the dogs charged the fallen officer," he said.

A Church Street resident who lives about a half block away saw police arrive.

The man, who declined to be identified, said he "heard gun shots automatically" after the officers got out of their vehicles. He estimated the officers fired multiple shots no more than 15 seconds after their arrival.

"And all of a sudden a loud scream," the man said.

One of the dogs was hit and later captured by the Huron County Dog Warden's Office. It was released and transported to a veterinary clinic for treatment.

The witness said he thought police shot both dogs and the woman ran away.

Kyle E. Zarcone, 19, of 309 Dale Ave., and Anthony R. Hicks, 19, of 607 Pleasant St., were arrested and transported to the Huron County Jail. Zarcone was charged with possession of a controlled substance and Hicks was charged with trafficking in marijuana.

Police reported seizing unspecified "evidence indicative of drug trafficking" and a safe. Officers expect to use a search warrant on the safe later.

Willard is handling the ongoing drug investigation.

Holden called in the Ohio Bureau of Criminal Investigation (BCI) to handle the shooting investigation. He said his department will remain "hands off."

"They're going to figure out what happened," Holden said about BCI.

I live down the street from where this took place, and I'm not a "druggie"!! I was actually cleaning my car out when this all happened around 2 pm and the cops did fire at two dogs that were running (away) and shot a young girl! they could have shot the mail lady.... would that have been her fault for delivering mail to a drug house??????!? I think it is a sad world when you can sit behind your computer and pass judgement on others, when you have not one clue as to what actually happened...... I very rarely want to commit on these things but this one calls for some attention!! I have seen these dogs numerous times in the neighborhood and they both are friendly around my kids and animals, even if they did charge (which they didn't I Saw the whole thing!) The cops got out yelling with their weapons drawn and the dogs were scared! You all should now there were also children out playing and people walking down the street.... but to hell with all of them...RIGHT they must all be druggies!!! I have no problem with the police cleaning up this town, but it looks to me that they are part of the lying trash that reside here! I always see the same people on here talking about everyone.... to them I say get a life and clean up your own closet....


Sounds like the true story on this raid may not have been told. If a citizen questions the use of force, or tactics that the PD used, then maybe some complaints need to be reported up the chain. I bet with a little homework someone could file a complaint which could possibly spur a deeper investigation into what happened and if proper procedure was followed by the PD. If you are a direct witness to the events, and feel very strong about what you witnessed being wrong, then I urge you to seek an avenue and pursue a complaint.

Ya I do have class thanks. I don't get on here & tell the whole story the whole truth & then say I was cleaning my car out in the cold. You'll have another story in a few days that you will have witnessed it all go down then get on the NR & brag you seen it all cause you live so close & your so proud! Now let's talk classy!


Not trying to start a fight with anyone but just my opinion. First off so many people here seem to think that everyone in Willard is either on drugs or live off of welfare. I live in Willard, my husband and I both work to support our three kids, we do not get anything handed to us, and we don't even drink, let alone do drugs. And I know some good people here in town. I have never been in trouble, not even a speeding ticket. But yet I have had a few problems with the pd here. I won't go into detail on here but I have personally talked with officers here that hate every pitt no matter how sweet and loving they are. People really need to open their eyes and realize that lack of socialization and training and irresponsible breeding contribute to mean dogs not the breed itself. I have had so many breeds of dogs in and out of my house including pitts, mastiff, great danes, cane corso, rottweilers and many more. (Fostering rescues) The meanest dog I have ever had was a 4 pound yorkie that would try to attack the kids everytime they got close to me. Bottom line is that it seems that the reflector could have worded the headline differently to not stir up so much controversy, and these officers should be investigated to see if they shot prematurely. I know when my dog sees anyone walking up to my house she "charges" at them. Not to bite them but to give them kisses. Point being, if it have been any other breed of dog, I highly doubt they would have been so quick to shoot.


And I should add that I have absolutely no sympathy for the druggies, but I do for their families. The ones that love them but can not control them. Knowing the road that they are headed down will most likely not end up good, they can't change their loved one, and they can't just stop loving them because of the choices they have made. And before anyone says it, yes I do have some distant relatives that have chosen this lifestyle. I have chosen not to have them in my life for that reason but if that was your child it would not be as easy to just push them out of your life. But the dogs had no choice weather they got to live with druggies or not so let's give the canines a chance at a better life if they are proven to not be vicious.


All of you so called eye witnesses are going to be questioned. I hope you realize that.

WPD F'd up! but there is NO WAY this girl did not know what was going on in that house. this is the chance you take hanging out at KNOWN drug houses! All the trash dealers, junkies, associates, and aquantances need a wake up call! Sick of seeing the same $*It in and around Willard day after day!!!

You were outside washing your car on December 21st, and you say there were tons of people outside. December 21st was Friday, we had just gotten snow, it was blowing 30+mph outside, yet you were outside washing your car and all of your neighbors were outside because it was so beautiful out. Lady, you are full of CRAP. Nothing you posted in this entire thing has one ounce of credibility. Cleaning your car when its almost 0 degrees out with the windchill.....yeah, I almost believe you. And all the neighbors you claim that were outside were out sunbathing I suppose?

Now, the ONLY thing I can see wrong with this story is, IF the dog warden was indeed there, after the shooting stopped, the suspects in handcuffs, and the guns holstered, they should of done their jobs and round up those dogs.

Why are we ignoring the obvious? No one wanted anyone hurt. No one did anything intentional. No mother wants to see her child on drugs, strung out, living lower than most of us can imagine. I see Willard PD out and about constantly around town. They are doing what they can with what they have to work with. Are they perfect.....No. Anyone have a better solution? We are re-living the 20's only now the guns are bigger and the stakes are higher. Legalize and control marijuana and put elaborate controls on prescription medications. This plague has caused enough suffering. There are no excuses -- there is no justification. Until we have better control of drugs and alcohol these situations are going to be a constant reminder of how people are suffering. We think we are so elite in our country but it seems are issues are just different. There are good people......there has to be some good in everyone somewhere....in every instance I feel each of us is suffering the effects of drug and alcohol abuse if not personally certainly in our families and daily realities. Please be a little kinder at least in the next few days. This is just so sad.
