Woman shot as cops fire at charging pitbulls

A woman sustained a minor injury when her foot was shot as police used a search warrant Wednesday afternoon. Two Willard men were arrested on felony drug charges.

The 19-year-old Toledo woman was hit in the foot by a bullet about the time officers fired at two charging pitbull dogs, police said. The incident happened at 1:58 p.m. at 631 Pleasant St., Willard.

"No one was killed. It was a minor injury," Willard Police Chief Mark Holden said.

Willard EMS transported the woman to Mercy Willard Hospital, where she was treated and released. Police, citing the ongoing investigation, declined to name the woman.

"We aren't sure what her role is. She needs to be interviewed," Holden said.

An officer who fell as the dogs charged also went to Mercy Willard for treatment. Police also declined to release his name.

When police arrived at 631 Pleasant St. to use the warrant, a male subject saw them and ran into an apartment.

"As he opened the door, two large pitbulls ran from the apartment and charged the officers (who) were pursuing the resident," Holden said.

"As the dogs approached the officers, one officer fired his weapon at the animals and fell as he was trying to retreat. Other officers also fired as the dogs charged the fallen officer," he said.

A Church Street resident who lives about a half block away saw police arrive.

The man, who declined to be identified, said he "heard gun shots automatically" after the officers got out of their vehicles. He estimated the officers fired multiple shots no more than 15 seconds after their arrival.

"And all of a sudden a loud scream," the man said.

One of the dogs was hit and later captured by the Huron County Dog Warden's Office. It was released and transported to a veterinary clinic for treatment.

The witness said he thought police shot both dogs and the woman ran away.

Kyle E. Zarcone, 19, of 309 Dale Ave., and Anthony R. Hicks, 19, of 607 Pleasant St., were arrested and transported to the Huron County Jail. Zarcone was charged with possession of a controlled substance and Hicks was charged with trafficking in marijuana.

Police reported seizing unspecified "evidence indicative of drug trafficking" and a safe. Officers expect to use a search warrant on the safe later.

Willard is handling the ongoing drug investigation.

Holden called in the Ohio Bureau of Criminal Investigation (BCI) to handle the shooting investigation. He said his department will remain "hands off."

"They're going to figure out what happened," Holden said about BCI.

But don't forget about the constitution that you so aggressively protect when it comes to the 2nd amendment, these people are innocent until proven guilty in a court of law....14th amendment. If that really is the cop that fell he has been on the Willard police for a number of years now and has done a great job with investigations in this area. His name has been in the paper several times for investigations he has done. Also, I doubt the dogs were running away from the cops. They aren't going to shoot at dogs that are running the opposite direction of them. The dogs came running at them and I'm sure they are trained to shoot at them if they feel threatened. Like someone else said, they can't just get pepper spray out just for the dogs then get their guns out, it doesn't work that way. but it all boils down to just not using or selling drugs and none of this happens.

Im not a family member or a loser but I agree to a point with what you said in regards to my comment. But Willard PD shouldn't have shot at the dogs, there are other ways to restrain or stop a dog. As someone else said above pepper spray or tazer gun would have been plenty. As for the fact that maybe, just MAYBE the Willard police officer that shot the woman in the foot needs to learn to shoot. She wouldn't have been shot if he/she knew how to hit a moving target that's "supposedly" charging you. Now I'm sorry that maybe my post didn't say exactly what I wanted it to, but here is a thought if the dogs had been tazered or pepper sprayed the proper owner if allowed could have kenneled those animals with an escort. Therefore, no flushing or hiding of the drugs.... And as someone said above the police should have known that there were dogs on the premises. If you do your homework especially as a police man/woman you have access to that kind of info, still fault falls on the willard pd for not doing their homework on the drug house. But only a small congratulations on shutting down one more drug house...

Read my previous post. Not every type of emergency or high-risk situation can be perfect 100% of the time and I think we have to leave it to our professionals in these type of situations to do their jobs to the best of their ability. Afterall, they are trained in these types of situations and I think we have to give them the benefit of the doubt they are doing their jobs to the best of their ability.

In reading all previouscomments posted,(and forgive me in advance, if I've missed the info I'm about to post) I see that one vital piece of imformation has been omitted.
The FACT that this woman was "ALREADY IN HANDCUFFS,LAYING FACE DOWN ON THE GROUND, THEN SHOT", seems to be lost amongst the speculations and half truths.
Also, the plain clothed officer who fell, and sustained injuries from his fall, is the officer who FELL ON TOP OF THE WOMAN who was SHOT, (WHILE ON THE GROUND IN HANDCUFFS) Perhaps the round that injured the womans foot was discharged from this officers weapon?
If any of you personally know the WPD officers,or the Huron Co Dog Warden who was on scene, look them straight in the eye, and ask them if this is indeed the way it happened!
The other area of my concern is, that the two dogs that officers claim came charging at them. The officers started shooting the moment the dogs stepped outside. Will evidence be published as to how many rounds were fired trying to hit their target/s,or will this be kept under wrap?
Will temperament tests be done on the two dogs, or will they be destroyed, before the truth shows they have very good/ or very bad temeperaments?
Are the officers required to have their dash cams on during raids, and if so, will this eveidence be used?
Perhaps there really is a bystander, who happened to capture the whole incident on his/her cell phone?

Willard police aren't the issue its all the trash that needs cleaned up in Willard. But it is all amazing how many people that defend the criminal population in Willard. And amazing how its usually the same trash making the papers.

Willard trash defends there own, and blames Police Department. Next Norwalk Reflector story. And isn't always the police departments fault, if our system was effective this trash would already be in prison.
