Norwalk police received the call at 5:18 p.m. Saturday, Sept. 1.
The motorist told police the woman was on the steps of the Milan Avenue office building, sitting with a syringe to her arm.
Upon arrival, officers found Justina M. Hall and charged her with possession of heroin and tampering with evidence.
Hall, 25, of 520 Milan Ave., Lot 5, was transported to the Huron County Jail.
On Friday, the grand jury indicted Hall on one count of tampering with evidence.

She's not that nice...
How sad that a good person makes bad decisions to get a fix.
So sad - if addicts only realized that when they start using it is like "choosing" to take on a disease that they will have to struggle with the rest of their lives. Would they "choose" cancer, diabetes, ALS, Alzheimers,...??
An addiction to drugs is not a disease. I consider it completely disrespectful to call it as such. It's a weakness pure and simple.
