Of the roughly 72 Huron County commissioners' meetings in 2013, 36 of those had included executive or closed sessions.
By comparison, Norwalk city council met about 48 times last year, with nine executive sessions.
"You are really comparing apples to oranges," he said. "The city runs on a very different structure than the county," Huron County Commissioner Tom Dunlap said.
