Man indicted after being accused of consensual sexual conduct with 14-year-old girl

A Huron County grand jury indicted Jose Ramirez-Ricardo, 19, of 3832 Baseline Road Apt. 1, Plymouth on one count of unlawful sexual conduct with a minor. If he is convicted, he could be sentenced to one to five years in prison.
The charge stems from a July 7 incident that happened in Willard, the city's police chief, Mark Holden, has said.
A 14-year-old girl's parents reported she wasn't where she was supposed to be, but "was with someone else," Holden said.
It's unknown how the girl knows Ramirez-Ricardo.
"The (police) report doesn't say," Holden said. "It looks consensual."
The chief was asked to explain what sexual conduct encompasses.
"Sexual contact refers to groping or touching. Sexual conduct goes further and alleges sexual activity," Holden said.
Ramirez-Ricardo was arrested without incident at a Willard traffic stop. His friend, whose name wasn't provided, was charged with driving with a suspended license.
